State Committee Candidates

John Zapotocky, CPA

John is a twenty-year resident of Cumberland County, a lifelong resident of Central Pennsylvania, and a lifelong Republican.  After graduating from Bishop McDevitt High School, he went on to obtain a Bachelor of Science Degree in Professional Accountancy from Penn State University, and thereafter earned his license as a Certified Public Accountant.  His decades-long career in finance and accounting has enabled him with vast expertise in federal, state, and local government fiscal matters and considerable exposure to private-sector businesses of all sizes.  He is a persuasive advocate of accountability and stewardship of taxpayer resources, and a solutions-focused professional with a keen ability to unravel obstacles and build coalitions to achieve results.

As a State Committeeman, I aspire to:

- Promote the Party’s agenda, represent my County’s interests at the state level, and work with the Committee to hone our strategy and support our candidates.
- Unify the voice of the Party and ensure that Republicans have a strong presence throughout Pennsylvania.
- Connect with voters, foster relationships, organize precincts, and recruit volunteers to support the Party's efforts.
- Conduct research on local political landscapes, cultivate robust networks, identify strong candidates, and help to develop effective fundraising strategies.

Atreia Sindiri

I am running for the State Committee to help strengthen our party through service, organization, and meaningful community engagement. As a Cumberland County resident, business leader, and active volunteer, I believe strong leadership means listening, building trust, and welcoming new voices into the process. Our party grows stronger when we reach every neighborhood and reflect the full strength and diversity of our community. I want to help support our candidates, expand grassroots involvement, and ensure Cumberland County has a strong voice at the state level.

Atreia Sindiri is a Cumberland County resident, business owner, technology executive, and community leader. He has served in leadership roles across civic, nonprofit, educational, and cultural organizations, helping bring people together from diverse backgrounds around shared goals. With decades of professional leadership experience and a strong commitment to public service, Atreia believes stronger communities are built through opportunity, accountability, and inclusion.

Matthew Martin

I’m running for State Committee to help strengthen our party at the local level and ensure we continue to support and endorse the strongest Republican candidates to represent our communities. As a longtime resident and active member of Cumberland County, I’ve served in various leadership and election roles and understand the importance of unity and accountability. I believe our party is at its best when we remain focused on common-sense conservative values and engaged with the people we represent. I am honored to be endorsed by the Pennsylvania Young Republicans, and I’m committed to helping build a stronger, more effective Republican presence moving forward.

Matthew Martin is a lifelong resident of Cumberland County, single father, and active community leader with extensive experience in public service. He has served in multiple elected and appointed roles, including Mechanicsburg School Board, and has been involved in elections for nearly two decades as a Judge of Elections and a member of the Cumberland County Republican Committee. In addition to his public service, Matthew is active in the local arts community and is passionate about bringing people together through leadership and outreach. He is endorsed by the Pennsylvania Young Republicans and is running for State Committee to help strengthen the party, support the endorsement of strong Republican candidates, and promote responsible, values-driven leadership.

I am running for State Committee in order to move the State GOP to the RIGHT, while staying focused on winning elections. As an America 1st Conservative, I've been leading County and State-wide Election Integrity (EI) groups such as Audit the Vote PA, Look Ahead America, and PA Fair Elections.  I developed a Central Count Mail Ballot Watcher Program that’s been implemented by over a dozen Pennsylvania County-based EI organizations to assure everything operates smoothly and transparently.  And I can tell you that it really does in Cumberland County.

I’ve also worked hard with our County GOP by leading the Fight for 2024 which had over 30 volunteers each month knocking doors in Cumberland County, working with Adult Care Facilities and sportsmen’s clubs, and motivating Republicans to get out to vote.  Now, a core team of us have built the Fix for 2026, which is similar to the Fight, but has added text, email, direct-mail and our newest Social Media effort to get Republicans to vote.  Neither of these efforts would have been nearly so successful without a strong team of motivated Republicans, and it is an honor to work with them.

I’m blessed to be retired, married and a grandfather.  Our church is LCBC in Mechanicsburg, and we escape regularly to the Chesapeake Bay on our trawler SeaWing.

State Committee Candidates

Toni Chase

Toni Chase, a 20-year resident of Cumberland County, grew up in Brooklyn, NY, and began her life of service as a teenager. She was the first graduate of her high school to earn an appointment to the U.S. Naval Academy in Annapolis, Md., and among one of the first classes to include women. After graduation from the Naval Academy, she served our country honorably for 26 years in a variety of roles, concluding her naval career as deputy comptroller for the Naval Supply Systems Command.

Toni holds a Master’s of Science in Operations Research from the Naval Postgraduate School and completed the Executive Management Program at the Fuqua School of Business at Duke University.

As a team builder with great vision and strong communications skills, Toni is very active in our community. She has served on the board of Cumberland Valley Youth Lacrosse and Cumberland Valley Girls’ Lacrosse; as a PIAA, USA Swimming and YMCA swim official; and recently concluded a three-year term on the Good Shepherd Church Pastoral Council.  In addition, she chairs the Hampden Township Republican Association; serves as Recording Secretary of the Cumberland County Republican Committee; and serves as President of the Hampden Township Civil Service Commission and the Susquehanna Valley Naval Academy Alumni Association Chapter. Finally, she serves on the RightCount Pennsylvania Leadership Advisory Council focusing on election integrity.

Toni is married to Thomas Chase. They have two children, Mimi and Thomas, who are both graduates of Trinity High School and the U.S. Naval Academy. Both serving in the Navy.

Tammy Shearer

Incumbent

Tammy Shearer is running for PA Republican State Committee to continue using her practical, experienced voice to select and support qualified statewide Republican candidates who will appropriately serve and improve the lives of everyone in our Commonwealth. Not all qualified candidates are electable. Tammy has the experience of serving on State Committee for many years to determine which candidates can win. As a former elected official herself, she has connections across the state that are helpful with supporting candidates. She has worked with statewide candidates since Tom Ridge’s campaign for Governor.

Michelle Nestor is running for Re-Election for the Republican State Committee.  As your incumbent, I want to continue representing Cumberland County and the mover and shaker for our Republican party.  I aided and supported several winning campaigns for the past 4 years: Senator Dave McCormick, Treasurer Stacy Garrity, Attorney General Dave Sunday, Auditor Tim DeFoor, Representative Sheryl Delozier, just to name a few.

Allie M. Kutz

Incumbent

Allie Kutz is a seasoned Republican political professional and government affairs leader with deep experience across campaigns, public policy, and party leadership. She currently serves as Manager of Government Affairs for the Pennsylvania Chamber of Business and Industry and previously led advocacy efforts as Director of Government Relations for the Pennsylvania Association of Community Bankers. Earlier in her career, Allie served as a Legislative Director in the Pennsylvania House of Representatives and worked extensively as a political fundraising and campaign consultant for candidates at the local, state, and federal levels, including serving as a regional director on a gubernatorial campaign—giving her a practical understanding of what it takes to build winning campaigns.

A lifelong conservative and dedicated supporter of the Republican Party, Allie has been actively involved in party leadership and grassroots organizing for more than a decade. She has served as National Committeewoman for the Pennsylvania Young Republicans since 2020 and was named Female Leader of the Year by the organization in 2021. In 2024, she was recognized statewide as a member of the City & State Pennsylvania Forty Under 40 list for her leadership in politics and public affairs.

A graduate of Elizabethtown College and the Anne B. Anstine Excellence in Public Service Series, Allie lives in Mechanicsburg with her husband, State Representative Thomas Kutz (R-Cumberland, and their two dogs, Camden and Poppy. She is proud to combine her professional expertise, campaign experience, and lifelong commitment to conservative principles in service to her community, Cumberland County, and the Republican Party.

Kaytee Isley

Incumbent

Kaytee Isley is running for her third term on State Committee. She is passionate about statewide races — thoroughly vetting and advising statewide candidates. She has proudly hosted events for statewide candidates in Cumberland and is a grassroots on-the-ground worker for these candidates in Cumberland.

Kaytee Isley is a lifelong Republican. She has been an active member of the Cumberland County Republican committee since moving to the county after college. She has served in numerous capacities: county committee woman, state committee woman, former Chair of the Cumberland County Young Republicans and has chaired the CCRC Fall Dinner. She was named the 2021 Cumberland County Young Republican of the year and is also a graduate of the Anne Anstine Excellence in Public Service series.  She was elected as the Cumberland County Treasurer 2023. Kaytee is the proud mom of Theodore and Francine.

Hampden Township Republicans consists of the Hampden Township Republican Association that is open to Republican township residents and the Hampden Township Republican Caucus. The caucus is made up of Cumberland County Republican committee members who represent precincts in Hampden Township.
